The Philippine Statistics Authority (PSA) will conduct the Step 1 Registration of the Philippine Identification System (PHILSYS) Act or Republic Act No. 11055 in selected barangays in all municipalities of the province from January 18 to March 31, 2021.
The Step 1 Registration will be implemented in a span of 63 days to collect the demographic characteristics needed for the National ID through face-to-face interview by the data collectors using android tablets.
About 61 barangays in all municipalities will be covered for the first implementation in the province. Selection of barangays was based on the list requested from the LGUs considering accessibility, internet connectivity, poverty incidence. All households in the selected area will be interviewed within 63 days allotted for the Step 1 Registration.
Those who will not be included for the Step 1 Registration will register online once the system for the online registration is open to the public.
PSA is targeting about 70M Filipinos and Resident Aliens nationwide to be registered this 2021. This activity will continue until 2022 to ensure that all Filipinos and Resident Aliens will have their National IDs that will be used to easily transact business with the government and private sectors and to facilitate easy access to opportunities and benefits.
Before the roll out of the Step 1 Registration, a 3-day training for the 11 hired data collectors and 2 field supervisors was conducted last January 13-15, 2021. The training was conducted to teach and familiarize them on the strategies that they will be applying on field to ensure a smooth implementation.
Moreover, PSA Catanduanes requested from the target registrants to prepare the primary and secondary documents needed for the registration to avoid delays in the process.
They also requested list of barangays with high poverty incidents, and their internet connectivity status to consider the accessibility to the registration center for the implementation of the Step 2 Registration on May 2021.

The 3-Step Registration
Under a step-by-step registration approach of the Philsys Implementation Plan, the program has 3 steps.
Step 1 Registration aims to collect the demographic characteristics needed for the National ID. Step 2, which will be undertaken on May 2021 is for gathering of biometrics, irish scan and pictures.
The last step is for the National ID production and has no specific date yet.
