19 February 2024 – LEGAZPI CITY. The Philippine Statistics Authority (PSA) Region-V has successfully piloted the Philippine Identification System (PhilSys) Registration, Authentication and ePhilID Issuance for beneficiaries enrolled in the Pantawid Pamilyang Pilipino Program (4Ps) in Barangay Kilicao, Daraga Albay on February 15, 2024, in Barangay Inlagadian, Casiguran, Sorsogon on February 16, 2024 and in Virac, Catanduanes on February 19, 2024. This activity signifies a significant step towards enhancing access to social protection programs and services for marginalized communities.

In a memorandum issued by the Department of Social Welfare and Development (DSWD) Secretary in January this year, the emphasis is placed on registering DSWD beneficiaries and their children, especially those residing in 4Ps households, to ensure a more efficient, targeted, and equitable delivery of social welfare assistance.

Grantees and household members aged five (5) years and above who were registered with PSA before February 1, 2024, are eligible to avail themselves of the Family Development Sessions (FDS) equivalency, provided they undergo identity verification through biometric authentication using the PhilSys Authentication Application. During identity verification, beneficiaries must provide their PhilSys Card Number printed on the front of the PhilID or e-PhilID and have their fingerprints scanned using a fingerprint scanning device.

In Barangay Kilicao, Daraga, Albay, a total of 148 beneficiaries registered for the PhilSys, and 121 PhilIDs and ePhilIDs were authenticated. Meanwhile in Barangay Inlagadian, Casiguran, Sorsogon, a total of seventy-eight (78) beneficiaries registered for the PhilSys and 113 PhilIDs and ePhilIDs were authenticated during the pilot activity. In Virac, Catanduanes, two (2) beneficiaries were PhilSys registered and 113 PhilIDs and ePhilIDs were authenticated. Full roll-out of this colocation activity will commence on March 1, 2024 for the provinces of Camarines Norte, Camarines Sur and Masbate.
