The Philippine Statistics Authority (PSA) is currently conducting the 2023 Household and Energy Consumption Survey (HECS), in collaboration with the Department of Energy (DOE). This nationwide initiative aims to gather comprehensive data on household energy consumption patterns, preferences, and practices. The survey is integral to the Comprehensive Regional Energy Study (CRESP) project. 

Seven employees of PSA Catanduanes participated in the Second Level Training on the 2023 HECS held from June 10 to 14, 2024, in Legazpi City. The survey targets 386 sample households across 23 barangays in Catanduanes province. Field enumeration is scheduled from June 17 to July 19, 2024, utilizing a computeraided personal interviewing system. Trained PSA data collectors will conduct personal interviews with selected households. 

The survey specifically aims to identify sources of energy consumption, household fuel/energy mix, most used energy appliances, cooking fuel preferences, energy efficiency practices, awareness of energy issues, and vehicle energy use. Major data items include household characteristics, housing details, income, energy sources, practices, attitudes towards energy use, and awareness of energy-related issues. 

PSA relies on the cooperation of sample households to ensure accurate and reliable data collection for the 2023 HECS. To facilitate this, households are requested to have their monthly electric bills from December 2023 to May 2024 available for review by authorized PSA Data Collectors during the interview process. Additionally, households are encouraged to provide information on the wattages of lighting equipment and appliances used, as well as details regarding expenses and consumption of Liquefied Petroleum Gas (LPG) and other petroleum products. Participation in providing these details is essential to gather comprehensive data on energy consumption practices, which will contribute to informed policy-making and planning for future energy initiatives.
